Yes, one *can* cook smaller quantities in a larger IP but, in my experience, not as well. Smaller quantities of rice. lentils and steel-cut oats cook less consistently.

My 3-quart lives on the counter off my small (78 sq. ft,) kitchen. The 6-quart is relegated to the basement.
